During the pandemic’s peak in 2020, New York’s Health Department, under Zucker’s direction, enacted a policy that saw COVID-19 patients being sent back to nursing homes after hospitalization. Critics argued that this move contributed to the surge in the state’s virus cases, which was denied by Cuomo’s officials.
